Poor minority kids are being punished for not adhering to middle-class sensibilities. Often poor black girls are punished for having a defiance disorder. This is punishment for having an attitude, which reflects cultural affectations that became pronounced with JB's' I'm Black and I'm Proud, then NWA and others. Carceral education began with the Clintons and Biden haranguing about super predators. To a large degree punishment is for nonconformity. A boy with his cap on sideways could warrant suspension and then being pipelined into prison. Zero tolerance and all such rubbish is creating docile obedience for neoliberal authoritarianism.
