The Philadelphia Police Department needs the public’s assistance in locating a missing person. A 54-year-old Charles Rice was last seen on Sunday, November 12, 2023, at 1:00 a.m., Jefferson University Hospital (Emergency Room).
He is 6′ 2″, 180 lbs., thin build, blue eyes, and brown hair. He was last seen wearing a red plaid shirt, blue vest and blue jeans.
