Same thing happened to me I was driving home from working a double shift it was midnight driving thru an area that is densly populated and there was a cop sitting among the cars that were parked at a repair shop saw the light bar above the rest of the cars. Not speeding because that's where they always sit. I got pulled over. First question how much have you had to drink I said I don't drink I got off work 35 minutes ago from working a double I had scrubs on. The officer said they were following me for over 2 miles and I was swerving and crossing the lane and center line. I said no you weren't you were parked right over there at the repair shop where you always park. Now another officer showed up and literally pulled me out of the car and said I was being arrested for DUI I said you have to do a breathalyzer test and I want a blood alcohol done. Passed field sobriety and passed breathalyzer they still insist I was drunk I said well looks like I'm going to the hospital for a blood alcohol so looks like we will be there 6 hrs or so guess what all of a sudden i wasn't drunk. Got home husband asked why I was late said got stopped by county and they insisted I was drunk and I did breathalyzer and passed and field sobriety they insisted I was drunk and I said well I want blood alcohol and looks like you are going to be sitting in the ER waiting all of a sudden im not drunk anymore. My husband retired police officer and was currently fire chief call the chief of the county police department and needless to say got letter of apology and didn't get pulled over any more

What we don't know are the police officers given directions to get fines and arrests to a satisfactory amount for the monthly total, and if they fail are considered by their peers inefficient at their job as hard-working active police officers. When things are quiet are some officers willing to push the boundary limits to keep their totals on schedule. The police department's efficiency may be measured by the number of fines and arrests made, putting the heads of the police department under pressure to show activity.
    Keeping this young man in the cold and the rain knowing he was not dressed for those weather conditions. I believe the officers were trying to provoke him, but he remained calm.
