The officer already issued the citation. He cannot extend the traffic stop from one.

Wrong he already issued the ticket for no signed registration. Then arrested him for laughing. Proof is already there.

He should appeal to judge and get both thrown out of court. Magistrates are on side with police and reduce fines but dont toss them out easily.

The fact that the magistrate court held up the flashing lights ticket that was referring to a restriction on vehicles so they don't impersonate emergency services is laughable.
