when you say "discouraged workers can't find a decent job" you could say "discouraged workers can't find a job that pays the rent"
As a musician , I can say that we basically are working for the same money we made in the eighties and it never did get any better . I have increased my teaching fees over the years to keep up with inflation , but after the 2008 recession there was a drop in the number of students due of course to less disposable income , and in 2012 I was eligible for the old age pension and it kept the wolf from my door . I still play periodically , and have a few students , but the golden age of live music is over , and I am lucky I had a few good decades when I was young .
Union leadership seems more in line with the needs of the corporations than their workers.
Also bosses and owners are naturally inclined not to pay more to their workers, especially as costs rise, and many workers are afraid to ask for raises.

Productivity increases are not due to productive labor, they are due to productive machinery. Very few are building those machines.
Labor statistics estimates that employee's spend 2-3 hours a day on their phones or doing non-work related tasks (not including breaks). There are many reasons for low wages, none of them is due to employers not paying the going rate. It has much more to do with a pool of employee's unwilling to increase their skilss and tools to be able to demand more.
