Now people aren't likely to put money in the bank. People can always use commercial banks and credit unions. But cities, counties and the state will put tax monies into it. Whoever controls that bank controls political power in the state of California. Plus the possibilities of bribery, kickbacks, and campaign contributions giving wealth to politicians are innumerable.

the classic capitalist solution; over bureaucratic, complex, convoluted and confusing. this ALWAYS works in favor of the profiteers as they can interpret, twist and apply any law or program to their advantage and for their benefit. if the richer don't get wealthier from it then IT DON'T GET DONE! there are NO capitalist solutions to capitalist problems. this is the classic example of that. REAL socialism is THE only solution. eliminate the profit motive, eliminate the consumer-based economy AND the only way to accomplish these things is to eliminate the VERY concept of monetary systems. NOTHING WILL CHANGE UNTIL THE COMLEN ACCEPTS THESE REALITIES and DEMAND THESE CHANGES!
They do this a LOT. Use PUBLIC funds (tax dollars) to buy-up land for a new highway, use OUR money to build it, and then charge us TOLLS to use our own highways. Same with schools.
