While serving the public good sounds altruistic, the purpose of our Constitutional government is to protect individual rights. If it is no longer capable of doing that it is time to build a new model that makes the old one obsolete. Electronic "town hall" meetings seems like a logical place to start.
While I live in Ireland where the main problem with our police has perhaps been a culture of laziness combined with neo-liberal cutbacks only recently reversed (criminals liked that) I am not a good judge of the US culture of over-policing. But is the idea of contracting out police depts put forward as a bad joke ? Very neo-liberal solution and damned wonky. What is surely needed is root and branch reform . Not an easy task as they found out in say Venezuela , but it has to be tried . Try, try and try again. They could either charge crime of false imprisonment or sue for tort of false imprisonment (lower standard of proof)
And are those private prisons profit by the pharmaceutical companies to experiment on the prisoners , for $$$$$$$
