According to Hams it is the responsibility of the UN, not them, to provide shelters for the ordinary Gazan Failing to provide for the civilian population of Gaza, Hams did however ensure that there was an adequate stock of weapons, ammunition and rockets, 20% of which had acutely have fallen on Gaza, not Israel.. Why? Because Hamas knows it has no prospect of beating Israel in an armed conflict and no Arab State is going to come to their rescue, even if they had the capacity to do so.
