This reminds me of the scenario from "The Day the Earth Stood Still" when representatives of the world governments assembled in New York to discuss multilateral disarmament in the face of planetary annihilation. It would cost too much money particularly of the political capital kind when a convenient narrative of plausible deniability can be easily substituted.
