Yes! Certain things, like education and clean water, are too important to be trusted to the private sector who have proven over and over that they will screw the public to make a dollar.
Baltimore will likely be sued under the investor state dispute clause of some b.s. "free trade" deal. That's what the whole TPP was about: preventing city and state governments from passing laws to protect them from corporate exploitation.
