This is not a "strange tactic". This is business as usual for both parties.
12-13 million deaths would not make Yemen "the world's worst famine in 100 years." The famine in China in 1959-61 killed 65 million (according to an internal report). Perhaps, however, Yemen is the worst in terms of the proportion of a country's population who perish (over a half in Yemen).
Remember, Madeline Albright said that the deaths of500,000 Iraqi children would be "worth it" to advance US strategic goals in the region. This is nothing new.
Having said that, Khana is earning respect and Tulsi is amazing.
