A O2 sensor is 22mm NOT 7/8". 7/8 is 22.225mm. The larger size can be a problem trying to remove a stubborn O2 sensor. Aerogenics makes a catalytic cover that does not block the O2 sensors. It fit perfectly on my 2004 CRV.
almost would have thought the manufacturer of that shield would have included an access hole for the O2 sensor

Hey maybe consider doing the job correctly instead of blaming the mechanic that installed the shield , blame shifting so you can hack you’re daughters shield is weak at best !!
I don't even get why they rivited it. It only needs to be more of a nuissance than going to another vehicle. Bolts would do fine. Especially if they had a keyed head (but even that may be excessive).
Why can’t you remove the shield to install the O2 sensor?
