Governor Cuomo just ordered the NYPD to remove homeless people off the streets and into Shelter because of the upcoming cold temperatures, however in this video you will see the transit homeless outreach unit doing the total opposite, park for 3 hours on his phone instead of collecting the homeless from the subway and placed into shelters away from the cold.
