  13. Being a Pennsylvania resident this doesn't surprise me one bit to see an officer who doesn't know the law. In my small, old deteriorating coal town only charges $10 once a year to take any garbage you have (tires, AC units, paints, etc) like a spring cleaning deal. It sounds like this boro charges $65.
