Not to mention the fact GDP is an indicator and target. I live in Norway, not only do we have a problem with the target because of a high GDP and low population, but we were on target only to fall back down because of the developments of the war and an huge increase in our GDP. We are only 5.5M ppl, and this means our military can only be so big. So, while we're like 1.6% of GDP, we're actually 2nd in NATO and 7th in the world in spending per capita. And in terms of spending by active military personell we at far ahead of even the US, with about $11M vs $680K for the US (depending a little on the numbers I find, but it's in that range). Throwing more money at the military to meet 2% is just a wase of money, we need to spend it wisely. We can only effectively operate so many F-35, Leopard 2's and other weapon systems with the size of our military.
But, we do also spend over 1% of GDI of foreign aid, compared to 0.18% for the US. And we have pledged and donated about $1700 per capita to Ukraine, compared to $300 per capita for USA. And where USA spends 90% of that money in USA, we spend most of it abroad.
And, there are differences in how numbers are calculated. The US nagged about UK not meeting it's goals, so the UK included pensions in the equation and thus met their goals. Some Americans began complaining about this move, not realizing the US had included these numbers in their own calculations themselves.
Point is, using a single metric without any understanding of all the related facts is just ignorant, even if it makes for great political arguments for the ignorant.
