Please don't use flashlight at 100% brightness. LEDs have heat problems and overuse make them burn faster. This is a terrible suggestion. Many devices reduce brightness when they are used as a flashlight. They just don't tell you about it.
Just because something CAN doesn't mean it SHOULD.
I believe it's called fleshlight
It's almost certainly to stop the LED from cooking itself if it's left on.
Because people leave it on by mistake all the time
For whatever the reason is google did it, there's no excuse for not being there an option to adjust brightness manually.

Flashlight can be very hot if it's on for a long time. Thats why
They need to Fix that in the next update
You can also use one of Google's own apps. I don't know if it goes to 100% but it can control the dimness at least App: "Magnifier"
