iv revived engines like this by draining every thing then fill entire engine with diesel and drain do this several times🤙🤙 then pull plugs fill cylinders with diesel then use compressed air to blow out the cylinders
Rice is nice, but for expensive equipment get actual desiccant (cheap) and put itin a vacuum chamber
Reinventing the wheel, the drain systems are available and are made with better materials etc. Proper marine ones are even sold by Summit for $40.00 each.

Is there a way to circulate low pressure air through the screens (maybe through the side ports with the screws)? I'd say air would be your best chance to thoroughly dry them out

You should ONLY use rice. The closet dehumidifier extracts the moisture from the air mainly and transfers it to the rice, so your rice won;t do the job properly. The closet dehumidifies leaves an oil residue. Use JUST rice ONLY and NOTHING else to dry electronic equipment. Hope that helps.

Maybe you have a deal with CRC, but I should point out that WD-40 stands for "Water Displacement, Formula 40", and it was created to keep water out of motorcycle electrical modules. And yes, the blue green substance is cupric oxide or copper corrosion.

Salty water is the worst thing that can happen to many metals. You will never get rid of the moisture if there's still salt left. And as you know water + salt is worst for copper, aluminium and steel. You have to wash the salt out like there never was any on. It will just corrode everything that reacts with salt and water. Have fun replacing all wires and disassembling all your engines like to the last screw and wash the salt out.

use 1/4 inch copper tubing on the removal hose . You'll get to the bottom better…..
You should have done some more things to give your ecu a better chance of survival
The blue you speak of is copper corrosion and this is fairly easy to remove and the layer is something called conformal coating and this is a good thing as it is designed to try and waterproof components. Rice is more of a myth when it comes to saving electronics and looking at these screens it looks like everything i put in the case and then the screen is glued in so if you heat the glue you could possibly remove the screen but more likely would crack it only option really is to leave it in a hot area for along time or you could try the 99.9% isopropyl alcohol bath ( basically submerging the screens in it) this displaces the water in theory.
A marine engine dipstick tube is engineered to extend to the bottom of the oil pan making servicing cleaner and easier
